The PCC  

The PCC has the overall responsibility for co-operating with the Vicar in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical:  The Vicar & PCC operate together as the Leadership Team of Ministry in the Parish.  It is constituted under the Church Representation Rules.  Blackheath, whilst not a separate legal entity, was created under statute of the PCC with its own Electoral Roll and District Church Council.   The PCC also has the maintenance responsibilities for the Parish Churches (St John the Baptist Wonersh and St Martin’s Blackheath (delegated to DCC)), car park, the Church Hall Lawnsmead, and the Cemetery at Blackheath.

 

The PCC meets every two months (see Programme PCC & DCC), and is supported by the work of the Standing Committee and four main PCC teams plus Blackheath DCC.  There are two additional important teams which deal with key areas of our ministry.  Teams include members from within and beyond the PCC.  The teams meet in the alternate months and report at PCC meetings, providing regular Team Reports to the PCC bringing important matters for decision.

The Standing Committee meets regularly in advance of PCC Meetings.  The role of the SC as the Church Leadership Team is under discussion.

Each year the PCC has an ‘away-day’ when time is spent together looking at strategic issues in the churches.

a.                        ex officio - members of the Ministry Team and Churchwardens of St John he Baptist and St Martin’s.

                b.                        Elected by members of the Church Electoral Roll at the  Annual Parochial Church Meeting (APCM)

                c.                        Nominated or co-opted as provided for in the Rules.

The Ministry Team

See Whos Who in the Ministry Team.  This has been a formally constituted group, comprising those with regular responsibility for leading worship and preaching.  The Ministry Team meets every few months to pray for each another, and develop service rotas and agree new preaching series.  The members currently comprise the Vicar, the NSM and OLMs, and the Readers.  The team all have a strong commitment and enthusiasm for teaching from the Bible.   Colin Sowter and Brenda Williams stood down from the PCC April 2007 although they continue on the Ministry Team.

 

There are 9 lay members on the PCC, including 1 nominated from Blackheath DCC, who are each elected for a period of three years, with three members being up for election each APCM.  Elected members should stand for two periods only, otherwise 1 year gap must be left.   In addition there are three (was four) members of the Cranleigh Deanery Synod, elected each year, who also serve on the PCC.   The Parish has 4 Wardens with 2 each having special responsibilities for St John the Baptist and St Martin’s.  Wardens normally serve for four years (a new warden is elected for each church at 2 yearly intervals) subject to re-election at the APCM.   Elections take place at the meeting of parishioners which precedes the APCM and the ADCM respectively.

Blackheath DCC

See Whos Who in the DCC.   Constitutionally, the church in Blackheath is administered by a District Church Council with its own Secretary and Treasurer and two of the four churchwardens of the parish.  The DCC exercises powers delegated to it by the PCC through a ‘statute’, especially relating to decisions on worship and issues of income and expenditure at St Martin’s church.  The District Electoral Roll is maintained by the District Electoral Roll Officer.  There are between 3-10 members of the DCC, each elected annually at the ADCM.  No restrictions to re-election have been specified by the DCC.

                  Wendy Duncan has stepped down from the DCC and as Secretary Sept 07 and her role has been taken over by Alex Jones.

 

 

 

The PCC operates through a Standing Committee, the DCC, and four main teams (for St John the Baptist Wonersh), which generally meet between the full meetings of the PCC.  These are as follows:-

Buildings Team

See Whos Who in the St John the Baptist Buildings Team.  The members of the Buildings Team assist the Churchwardens and PCC in the task of keeping the buildings of Wonersh church in good shape, organising minor repairs, and managing larger projects.  These buildings include St John the Baptist church, the vicarage and the cemetery;  the DCC look after the fabric of St Martin’s and separately the Lawnsmead Committee look after the fabric of the church hall.   In addition to a few minor items the team recently rewired the church with new lighting and is currently engaged in further investigations into the cause of the cracks in the Selwyn Room and internal redecorations.

A sub-group led by Mike Hodges looks after the Cemetery.  Note that administration of the cemetery is undertaken by Graham Jelley.
